The good news is that a failure to renew by Mr. Trump doesn’t terminate the USMCA. Instead it moves to a series of annual reviews and negotiations, the kind of perpetual bargaining that Mr. Trump sees as leverage. But uncertainty is bad for business. Can companies count on stable supply-chains in North America? For CEOs trying to make investments and create jobs, it isn’t an idle question.
