A Well Regulated Militia

The Second Amendment reads as follows:
A Well Regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
A Well Regulated Militia requires training and certifying much like driving a car requires training and certifying. The security of a free State implies a State's right to require training and certifying. If the State of Connecticut's legislature were to enact a law with a strict training, licensing and liability insurance requirement it appears its passage would be constitutional, but a federal version would not.
